County staff recommended awarding a turnkey HVAC contract to Trane for the Uvalde County Justice Center and described the proposal and payment terms to the commissioners.

Staff said the original proposal was $1,826,837 but after requests to include a performance and payment bond and other adjustments the recommended contract amount rose to approximately $1,844,398 (an increase of about $17,561). The proposal includes a five‑year warranty on parts and labor, and a payment schedule of 30% up front, 30% at 25% completion, 30% at 50% completion, and 10% on final acceptance.

Commissioners asked whether the county would receive commercial‑grade units (staff confirmed commercial systems are being installed rather than residential units used 14 years earlier) and clarified the warranty language. A motion to approve the Trane contract following staff recommendation was made, seconded and carried by voice vote.
