Committee advances Board Bill 59 to allow air-rights connection at Rankin Technical campus

Alderman Tice said Board Bill 59 would authorize air rights over Finney Avenue so Rankin Technical School can construct an overpass or connection between buildings on either side of Finney and keep students sheltered while moving between classes. Tice described the project as a manufacturing-focused training facility that will allow students to learn onsite and said Rankin has engaged neighborhood conversations to address concerns about manufacturing on adjacent parcels.

Committee members asked clarifying questions about the form of the overpass, whether both buildings are new or whether one is existing, and how neighbors were engaged. Tice said one building is already present and the project involves a new connected building; she said Rankin had worked through community concerns and provided images of the proposed structure. No public testimony was offered and the committee passed the bill out of committee with a due-pass recommendation.

Next steps: the bill will appear before the full Board for further review.
