Uvalde County commissioners approved a contract award to DKM Enterprises LLC to build seven low-water crossings on tributaries of the Leona River, the court heard during its regular meeting.
County staff presented the second hearing and bid evaluation for seven sites, saying DKM submitted the low bid of $756,348.69 and scored 57 points under the county’s weighted criteria. J & J Excavating and Materials submitted a competing bid of $866,130 and scored 49 points. The staff recommendation was to award the contract to DKM and to authorize the acting county judge to execute the contract after the contractor provides required performance and payment bonds.
“DKM Enterprises received a total of 57 points for their bid,” staff said, and recommended awarding the work to the low bidder. Commissioners asked about start date and schedule; staff said they expect bonds and contract execution to take 10 days to two weeks, with work beginning shortly after the new year and an 80‑day construction schedule for the sites.
The court moved to approve the project and the motion was made by Commissioner Rodney Garza and seconded by Commissioner Kaufman. The vote was called and carried by voice vote.
Next steps: the county will require a 100% performance and payment bond from DKM Enterprises and will hold a preconstruction conference with the contractor to finalize a site schedule.
