Cookeville — The City Council approved routine administrative items including personnel-policy updates, grant participation and a postage-meter lease.
Human-resources-related changes in Resolution R25-11-19 were presented by Amy Garrett. Key edits: the city manager will have final approval on hiring and appointment of city employees except the city judge and city attorney; longevity pay will be paid as a lump sum in November to employees active on the payout date; and the drug-and-alcohol policy and designated testing facilities were updated to align with the Tennessee Drug-Free Workplace program. Garrett recommended approval and the council voted 4–0 in favor.
Garrett also recommended participating in the James L. Richardson driver safety matching grant. The grant reimburses 50% of eligible costs for safety measures (presentation listed a total project cost of $8,000 and a 50% reimbursement). The council approved participation unanimously.
Staff reported that the current postage-meter lease (statewide contract #419, contract ID 79240) can be terminated without penalty and replaced with a new 60-month lease at lower pricing; staff recommended approval. The transcript contained a vendor monthly-price figure presented unclearly in the record; staff said the new lease would reduce costs over the current arrangement. Council approved the lease renewal.
