Richland County board adopts rezoning measures, grant awards and several administrative policies

The board also adopted a resolution authorizing provider contracts for 2026 for the Health and Human Services department and authorized Director Stephanie Ronco to execute those agreements on behalf of the county. In personnel actions, the board approved an increase in the starting wage for licensed practical nurses at Pine Valley Community Village to Step 13, effective Jan. 1, 2026, and separately removed Veterans Day from Pine Valley’s list of paid holidays to correct an accidental extra holiday in the employee handbook.
In capital and procurement votes, the board approved a $172,500 bid award to Thermodynamics for replacement of courthouse air‑conditioning units to be paid from Fund 920 (short‑term borrowing). The board also approved entering a contract with Russell Law Office to provide corporate counsel services from Jan. 1, 2026, through Dec. 31, 2028, following a two‑bid RFP process.
The board amended its fee schedule — updates included changes to ambulance fees, zoning reconnect fees, treasurer and register of deeds fees, and new entries for Simons and Pine Valley — and approved a social media policy that staff said had been developed over several years and shared with department heads. Finally, the board created an ad hoc county facilities planning committee to develop a 20‑year facilities plan and confirmed committee appointments, including Jay Mueller to the Aging Advisory Committee and Rob Perry as an at‑large member of the new facilities committee.
