Bettendorf City Council unanimously approves fire-station renovation, police‑station design amendment, bridge inspection contract and rezoning

The Bettendorf City Council unanimously approved a package of projects and an ordinance at its Tuesday meeting, moving forward with a fire-station interior renovation, design work on a new police station, inspection services for a pedestrian bridge and a zoning change for 2395 Spruce Hills Drive.
Council member Jaeger moved approval of a resolution authorizing the plan and specifications in the form of a contract for the Spruce Hills fire station interior renovation; the motion was seconded and passed unanimously on a roll call. Earlier in the meeting the council had opened and closed a public hearing on the project after confirming publication of notice and that no written correspondence had been received.
Council member Brown presented and won council approval of an amendment with Frey Architects for final design of the new police station project. Council member Baden introduced and the council approved an amendment with HDR Engineering for construction administration and inspection services on the gateway pedestrian bridge project; Council member Polzinski noted staff review suggested potential savings in areas such as lighting and signage, saying, "It sounds like we have an opportunity to save a little bit of money."
The council also approved a resolution temporarily suspending certain civil-service hiring requirements for police officer positions for a period not to exceed one year pursuant to Iowa Code section 412. Council member Baden introduced the measure and the council voted unanimously to adopt it.
On land use, Council member Palzinski presented the third and final reading of an ordinance to amend the Bettendorf zoning map to rezone 2395 Spruce Hills Drive from C-1 Neighborhood Commercial to C-2 Community Commercial; the council approved the ordinance at its final reading by unanimous vote.
During routine business, council members discussed bringing Bridal Road under city control. Staff (Chris) said the city policy calls for a 50/50 cost split between the city and the homeowners — about 12 owners — and that the homeowners may decide how to divide their half among themselves. Staff said there is no active homeowners association, that a letter of intent was an interim step, and that recording consent in the property abstract would provide purchaser notice (recording was described as costing about $12). Council member Jaeger suggested recording documents to ensure purchaser notice and staff said the assessment would run with the land.
The meeting concluded with approval of the consent agenda and a motion to adjourn.
The actions taken move forward capital and design work across public-safety and infrastructure projects; the police hiring change is temporary, tied explicitly to Iowa Code §412 and limited to one year per the resolution.
