Opa-locka commission approves FY25 budget amendment; finance director says $15,000 covers initial efficiency invoice

The City Commission of Opa-locka approved an ordinance amending the city’s fiscal year 2025 budgets during a special meeting on Nov. 24, the commission announced after a roll-call vote that passed 4-0.

The ordinance, described by staff as adjustments to the city’s general proprietary and special revenue funds for the fiscal year commencing Oct. 1, 2024 and ending Sept. 30, 2025, was presented at its second reading. City staff said there were no changes since the first reading and a public hearing was opened and closed with no public comment.

Naima Gantt, the city’s director of finance, said the amendment includes payment for an initial invoice related to an efficiency study. “So that 15,000 is for invoice number 1 that was received in the prior fiscal year. We will have a future set of invoices to come,” Gantt said, adding that the additional invoices will not slow processing.

The motion to approve was moved by Commissioner Natasha Irvin and seconded by Commissioner Bass. The clerk called the roll: Commissioner Irvin — yes; Vice Mayor Kelly — yes; Commissioner Bass — yes; Mayor Taylor — yes. The presiding official announced, “Motion passes 4 0.”

The meeting record does not specify the total contracted amount for the efficiency study or the schedule and total of expected future invoices. Staff identified Mr. Harris and Finance Director Gantt as available to answer questions; only Gantt spoke on the invoice timing and amounts.

The commission closed the session with a holiday message and adjourned. No further action on this ordinance was recorded at the meeting.

The ordinance was described on the agenda as sponsored by the city manager and noted that a public hearing on the matter had been held on Nov. 12, 2025.
