Virginia council approves multiple licenses, resolutions and contracts; moves budget and staff items forward

At its Nov. 25 meeting the Virginia City Council approved a range of routine and substantive items on the agenda. Highlights include: the consent agenda and schedule of bills (item 5.2) after discussion of several vendor charges; approval of 2026 liquor, off-sale and club licenses for multiple businesses; adoption of resolutions on delinquent public utilities, steam-conversion loans, unpaid blight and vacant-building fees, and rental-code ordinance fees; and adoption of revised cannabis/LPH registration fees to avoid double-charging applicants.
The council approved the purchase of a 2026 Chevrolet Tahoe for $55,329.96 for the Sprint Medic program (the mayor said the vehicle purchase is fully reimbursable by the state under the EMS rural pilot program). Council directed staff to provide daily temporary maintenance coverage at the library while a maintenance-worker position remains vacant and to continue discussions with unions about reorganizing maintenance staff.
On staffing, the council approved a motion to send a letter to AFSCME stating the lead recreation assistant position at the Iron Trail Motors Event Center will not be filled due to budget constraints; the motion passed on roll call by a 5–2 vote. The council authorized advertising for outdoor rink attendants (approved 6–1) and approved several other administrative requests, travel, and agreements including negotiations for tennis-facility and golf-course pro services and a Friends of the Greenhouse memorandum of understanding for 2026.
Most approvals were by voice vote; several items recorded roll-call tallies where noted on the record. The meeting recessed briefly to a closed session to discuss a real-estate transaction under Minnesota statute 13 D 0 5 subdivision 3, with no action taken in closed session. The council set a final levy decision for Dec. 9, 2025.
