Planning and zoning staff presented an initial report on zoning-code text amendments after state law changes created gaps in the city’s permitting framework for tiny homes and accessory dwelling units (ADUs).
Staff said existing city code lacked definitions and permitting parameters for tiny homes and certain ADUs, and that the city previously imposed a moratorium to allow time for review. The report recommends establishing at least one by-right zoning district that would allow tiny homes without a specific-use permit in order to comply with state law, and it recommends clarifying definitions and standards for accessory dwelling units and guest/"mother-in-law" units to prevent unintended conversion of single-family lots into rental properties.
Planning and zoning staff said they plan workshops and public hearings and will return to council with formal recommendations and draft ordinance language.
