West Richland Council approves easement vacations, consent items in unanimous vote

The West Richland City Council voted unanimously on Dec. 16 to approve two separate easement vacations and to adopt a slate of consent-agenda items, council records show.
A public hearing and staff report preceded the council’s passage of Resolution 52-25, which authorizes vacation of a stormwater easement associated with Sean Investments (AFN 2015-015984). City planner Alicia Ransom told the council staff recommended the vacation because the easement no longer serves the city’s drainage plans. Ransom said the site was combined with another infiltration site as part of the SR-224/Red Mountain drainage design and is not needed for future Belmont drainage under current engineering standards. "Staff recommends that the easements be vacated," Ransom said.
Council then considered Ordinance 30-25 and Resolution 53-25, reprocessing a previously approved access-and-utility easement vacation for the property at 418 Keiger Road (Keiger 1st Subdivision, Lot 5). Planner Ransom explained the applicant failed to record the earlier approval within the 30-day requirement, so the city reprocessed the request at the applicant’s cost and again recommended approval. Councilmember Richard Bloom asked whether the easement was still needed for future development of Belmont; staff replied the prior design had been adjusted and that the combined site meets current treatment and storage requirements.
Council also approved the consent agenda, which included: approval of the Dec. 2, 2025 minutes; authorization for the mayor to execute Amendment No. 3 to the wholesale water agreement with the City of Richland; authorization of Amendment No. 3 to the general sewer system plan engineering services contract with JUB; authorization for the public works director to execute the Department of Ecology SFY2025–2027 municipal stormwater capacity-building grant; submittal of a TIB (Transportation Improvement Board) grant application for the Bombing Range Road overlay project; issuance of a Spectrum Business service order; Resolution 55-25 declaring a surplus police vehicle; Ordinance 28-25 (speed limit change on Rupert Road and Wu Avenue); Ordinance 29-25 (changes to no-parking areas); and Resolution 56-25 waiving competitive bids for emergency access-road repairs at the wastewater treatment plant.
All motions on the easement items and the consent agenda were moved and seconded on the record and carried by voice vote.
What’s next: The easement vacations will be recorded according to city procedures and, where required, the applicant will pay reprocessing costs. Staff will proceed with grant and contract steps authorized by the consent agenda.
