St. Helens council approves service agreement, realtor extension, consent agenda and leak adjustment

The St. Helens City Council at its Dec. 3 regular session approved multiple administrative items including a technical services agreement, a realtor agreement extension, consent minutes and a utility billing adjustment.
Council approved an agreement with Steve Anderson for service and technical evaluation of the wastewater treatment plant local limits and updates. During discussion council members requested stronger contract documentation for future procurements — including resumes, prior project lists, deliverable dates, capped revision hours, DEQ qualification confirmation and conflict‑of‑interest disclosures — before finalizing broader administrative contract templates.
The council also approved Amendment No. 1 to an agreement with Keller Williams Sunset Corridor/Lower Columbia Group to extend realtor services. The consent agenda was adopted, including Library Board minutes dated Oct. 13, 2025, City Council minutes for November 2025 and the accounts payable bill list.
A leak adjustment request for 196 South River Street (River Street Yachts Landing) in the amount of $3,873.83 was approved after the mover said the property found and fixed the cause and planned mitigation to catch future leaks earlier.
Finally, council moved and passed a motion to schedule joint meetings between the council and boards and commissions twice per year beginning in 2026.
