Council debates how city should handle checks and donation drop‑off bins

City officials and staff discussed how the city should handle donations and third‑party programs after members raised concerns that checks and donation bins are being mistaken for city revenue.

Speaker 1, identified in the meeting as a council member, said the council needs to ensure "we're doing everything properly with that program" after noting checks for a program run at the Wiggins Center had been written to the city. Speaker 2 suggested future checks be made payable directly to the Williams Community Center to avoid confusion with general‑fund receipts.

A resident (Speaker 3) described two locations where publicly placed donation bins have become informal dump sites, saying people pull up and leave furniture, mattresses and other trash that the bins were not intended to collect. "It is everything. It's very unsightly," the resident said.

Speaker 7 (code enforcement) said the city already has an ordinance governing donation boxes: many boxes predate the ordinance, but going forward containers must be associated with a recognizable organization, have permits and be serviced regularly. If an operator fails to pick up as required, the city will remove the bins. "If there's a situation and it is ongoing and they do not rectify or pick it up...then we have the bins removed," Speaker 7 said.

Council members said the city should require clearer arrangements when the municipality accepts payments or provides city resources for programs run by non‑city organizations. Speaker 1 and others asked staff to identify which organizations are responsible for the remaining boxes and to bring locations to the city so enforcement or removal can occur.
