Brockton council approves towing, recycling and Teen Challenge licenses with conditions

The Brockton City Council on Dec. 22 approved multiple business licenses after public hearings and read a set of conditions into the record to address traffic, parking and hours of operation.
Mags Towing: Petitioner William Magli Adidi said he would transfer repair operations to 73 Perkins Ave while continuing to store towed vehicles at Terminal Place. Councilor Linda Castro read three stipulations into the record: the applicant will continue to store towed vehicles at Terminal Place and will not store them at 73 Perkins Ave; hours of operation will be Monday–Friday 7 a.m.–7 p.m., Saturday 7 a.m.–7 p.m., closed Sundays; and the submitted plan shows 43 parking spaces with a breakdown for repair bays, two handicap spaces, six customer spaces, 10 spaces for business-owned vehicles (including tow trucks) and 17 spaces for vehicles being repaired. The council granted the license by hand vote with those stipulations.
Eco Recycling Systems: A petitioner who identified himself as John Marcy requested a precious metals and gems license for 195 Mulberry St. He said the business has been approached about buying industrial materials and that the company pursued an available license. With no speakers in opposition, the council voted to grant the license.
Teen Challenge of New England: David Smith, vice president of finance for Teen Challenge, requested a garage license transfer to 12 Clifton Ave for on-site fleet maintenance and said no external vehicle work would be done. For a separate mechanical repair license request at the same address, Councilor Nicastro incorporated representations from a Nov. 26 letter into the application to satisfy repair-ordinance requirements (hours, updated site plan, recordkeeping and authorized signers). Nicastro also said the applicant agreed not to undertake repair activity while the adjacent event space is in active use and that three parking spaces immediately adjacent to the garage door are to be used for repair vehicles. The council granted both the garage and mechanical repair licenses with the stated conditions.
Each license approval was recorded in the council minutes and the clerk declared the licenses granted.
