Mt. Healthy manager details $994,000 Seward submission, rental-registration progress and new property-inspections contractor

City Manager Scott Bauer told the Mt. Healthy City Council on May 6 that staff will submit a $994,000 estimate for Seward road work to SORDA and that an on-site walk with JMA is scheduled to scope related curb and road work.
Bauer said rental-registration screening will likely assess about 90 properties — “probably close to a third of the total rentals that are part of the program” — with a fuller assessment to be presented at a future meeting. He said the city will use Cloud Permit software to track cases and coordinate notices.
On property maintenance, Bauer announced the city has contracted National Inspections Corporation (NIC) of Dayton to begin compliance inspections this week. "They'll send, they'll put a notification on the house. It'll say you have 5 days to mow your lawn or pick up this trash," Bauer said. NIC will issue door-hanger notices, keep records in the city's permitting system and aim to respond to complaints within 24 hours, he said.
Bauer also updated council on Metro's bus-rapid-transit planning for Hamilton Avenue, saying there will be two stops — one in front of the library and one at Hilltop — and that construction is not expected until about 2027. He said the city is at an early design stage and can pursue streetscape improvements tied to BRT funding.
Other operational items included plans to revisit the fire-inspection fee structure and a Chiefs Association presentation the city hopes to schedule for Aug. 19. Bauer said the city obtained a bike-helmet grant and collected roughly 100 helmets for a distribution event to be scheduled with police leadership.
Bauer said staff will bring cost details back to council when available and will follow up on the Seward submission, rental-registration findings and NIC rollout at upcoming meetings.
