Ideas discussed included encouraging or requiring tenants to move unused aircraft to tie-downs, requiring documentation of maintenance, and a biannual flight-review requirement as a possible enforceable metric; commissioners emphasized a measured approach to avoid unduly disrupting tenants' lives.
