Saint Albans council approves invoices, awards equipment lease purchase and confirms appointments

The Saint Albans City Council approved multiple finance and personnel items at a regular meeting that also included community announcements and no public comments.
Councilman Rowe requested approval of current invoices totaling $14,956.65, saying, "I'd like to request a motion for approval of payment of current invoices in the amount of $14,956.65." The motion was seconded and the council voted to carry the motion.
Rowe also sought and obtained approval to pay Appalachian Software Inc. $7,997 for the city hall clerk's annual subscription from line item 409-230. Later in the finance portion of the meeting, the council voted to award a bid to West Virginia Tractor for a Packer Bed for the Public Works Department at $73,680 to be paid via lease purchase. Rowe moved the award and the council approved it.
The council also approved a resolution to authorize a lease-purchase agreement for a factory after a second and an affirmative vote.
On appointments, the council confirmed Roger Massey of 421 Walnut Street to the Saint Albans Housing Authority with a term ending July 3, 2029, and reappointed Homer Sweeney of 2231 McKinley Avenue to a term ending July 3, 2030. The mayor said a reappointment to the NUC board will be voted on at the next meeting.
Mayor (S1) provided an update on a lease agreement between the City of Saint Albans and the Kanawha County Board of Education for the property formerly known as McKinley Middle School, saying the county "has agreed to lower the million dollar plateau for building repairs, maintenance" to $500,000 and that indemnification concerns had been addressed; council approval awaits signed paperwork from the board and is expected in early January.
Community notices included a sensory-friendly visit with Santa on Dec. 20 from 4–6 p.m. at Roadside Park, announced by Councilman Farrell, and reminders about holiday hours and upcoming committee meetings. The mayor opened the public forum; no resident spoke. The meeting adjourned following a motion to close.
