Warren County supervisors approve FY2025 report, conservation donation and a string of routine items

The Warren County Board of Supervisors on Nov. 18 approved a set of fiscal and administrative items, including the countys FY2025 cash annual financial report, a conservation land donation and several contracts and personnel actions.
Financial report: Megan, the county presenter, reviewed the FY2025 cash annual financial report, saying revenues were about $359,000 below budget while county expenses came in well under budget in several categories. Megan cited timing and unspent capital projects as drivers and told the board that fund balances were higher than expected. A supervisor moved to approve the report; the motion passed on roll call.
Claims: The board approved a claims figure of $1,221,847.16 following a motion and roll-call vote.
Conservation donation: Zach Hall, director of Warren County Conservation, recommended acceptance of a 0.6‑acre donation from Terry Lynn Gilbert adjacent to Woodland Mounds State Preserve; the conservation board had recommended acceptance. Supervisors voted to accept the gift and authorize the conservation board to manage the parcel.
Nature playscape contract: Conservation staff asked the board to sign a contract enabling the conservation board to move forward with master planning and early work for a nature playscape at the Annette Nature Center. Staff said nonprofit partners had raised $32,200 toward a master plan from Bolton and Mink Landscaping Architectural Services. The board approved the contract, subject to county‑attorney amendments.
Camper/RV ordinance (third reading): Supervisors adopted the countys revised temporary‑residential use ordinance for campers and recreational vehicles. The third reading refined exemption language so that temporary guests, family or friends must be visiting a resident with a permanent dwelling and included a 14‑day continuous / 28‑day yearly cap in certain categories; the effective date is Jan. 1.
Other approvals: The board approved a Health & Human Services agreement with Infomax Office Systems (one recorded 'no' vote), approved a request from Indianola Main Street to use courthouse grounds for the "Home for the Holidays" event and waived the $1,000 rental fee (one supervisor abstained), authorized hiring of a budgeted Health & Human Services administrative assistant (no change to budget), and received and filed reports from the Humane Society, the Recorder and the Weed Commissioner.
