Lorain County presents consolidated subdivision rules; trustees say they didn’t receive draft, ask to defer

Lorain County officials and the county planning commission held a joint public hearing Dec. 18 to introduce proposed, consolidated subdivision regulations intended to align definitions, separate the fee schedule from the regulations, and shorten internal review times. Presenter Mister Greensvang said the rules are an administrative consolidation required by the Ohio Revised Code process and are not meant to change township authority.

The proposal would merge two existing county rule sets — the county engineer’s standards and the planning commission’s regulations — into a single document to reduce conflicts and streamline application processing. Greensvang said the engineer’s manual had not been updated since 2004 and the planning commission’s regulations were last revised in 2019. He said one concrete change is parity with state law on the definition of major and minor subdivisions (a major subdivision is six or more lots).
