Mt. Healthy council adopts emergency resolution to join One Ohio opioid settlement

The Mt. Healthy City Council on Sept. 16 adopted Resolution 25-1234, an emergency measure authorizing the law solicitor to execute subdivision and special district participation forms to join the One Ohio opioid manufacturer settlement.
City Manager Scott Bauer told the council the total settlement figure under discussion is $800,000,000 and the distribution will be determined through the One Ohio plan. “Looks like the total is 800,000,000. It’ll go through the 1 Ohio plan. We don’t know what our amount will be,” Bauer said.
The motion to adopt was moved by Mister Parsons and seconded by Missus Rissell; the council approved the resolution by roll call, 7–0. Roll-call ayes were recorded for Missus Lingo, Mister Parsons, Mister Redding, Missus Dosa, Mister George, Mister Young and Missus Rissell.
The resolution was described on the agenda as an emergency measure granting authority to the law solicitor to execute participation forms for the secondary manufacturer settlements agreement. Council discussion did not include a projection of the city’s anticipated share or a breakdown of how funds would be used at the local level; Bauer said the One Ohio plan administrators will determine the city’s allocation and report back.
The council took no additional formal action at the meeting to designate uses of any future funds, and no staff report at the meeting specified distribution priorities or programmatic commitments tied to the settlement proceeds. The resolution’s adoption simply authorizes the city to participate and to have the law solicitor sign settlement participation paperwork.
Next steps discussed: the city will await notification from One Ohio on its allocation and the law solicitor will execute forms as authorized. The council did not set an immediate follow-up date to receive a distribution estimate.
