Shawnee County approves community improvement district for Stormont Veil Event Center

Shawnee County commissioners on Dec. 22 approved Resolution No. 2025-111 to create a community improvement district (CID) for the Stormont Veil Event Center that authorizes a 2% retail sales tax inside the district boundaries.
Bob Perry, participating as bond counsel during the public hearing, described the proposed district boundary and the process for creation, saying that before the board may consider the CID "which would authorize the 2% sales tax within that district, we'll need to do public hearing." He also clarified that the proposed district would not include the hotel or the city-owned fire department.
No members of the public spoke during the hearing. The commissioners opened and then closed the public hearing and approved the resolution; the final approval vote was recorded as passing 3 to 0.
Why it matters: a CID enables a local sales tax within a defined area to pay for improvements and maintenance inside the district. Bond counsel said the county will publish the map and file the resolution with the Department of Revenue, Director of Taxation, which would administer collection.
What happens next: county staff will publish the map and file the approved resolution with the state tax director to enable tax administration if all other requirements are met.
The commission recorded its approval without public opposition at the meeting.
