FPPC conducts public draw, selects 176 of 704 general purpose committees for audit

The Fair Political Practices Commission conducted a public drawing today to select 25% of general purpose committees for audit under the Political Reform Act, section 9001(h). Senior management auditor Gabrielle Gilmore opened the session in the FPPC hearing room, which was also available virtually, and introduced audit staff assisting with the draw.

Gilmore said the commission would draw 176 committees from a list of 704 that had been determined to be in substantial compliance. "Per law section 9001(h), 25% of the general purpose committees determined to be in substantial compliance will be drawn," she said. She gave an example of how committee numbers map to names on the list, noting, for example, that if the number 5 is drawn it would correspond to ActBlue California.

Judy Lou, an associate management auditor, demonstrated the drawing procedure and ran the selection program. During the live draw, the operator scrolled result sets on-screen and repeatedly asked attendees to record the numbers. Examples of numbers announced during the scrolling included 44, 359, 515, 482, 453, 589, 148 and a final displayed result of 556.

Gilmore said the full draw results will be posted on the FPPC website "by tonight or tomorrow" and that her contact information is available on the draw agenda for anyone with follow-up questions. Handouts associated with the draw, including the drawing agenda and the list of general purpose committees obtained from the Secretary of State, were made available in the hearing room and online for virtual attendees.

The public drawing concluded with Gilmore thanking participants and closing the session. The FPPC did not announce additional actions at the meeting; the next step is the public posting of the selected committee list on the FPPC website.
