Boston council hearing examines Charlestown electrical fire, utility response and the costs of burying wires

Chair Enrique Pepin convened the Boston City Council Committee on City Services and Innovation Technology on Dec. 1 to investigate a July 29 overhead‑wire ignition in Charlestown and to probe whether inspection, emergency response and long‑term undergrounding could reduce risks to residents.
Councilor Gabriela Colette Zapata, sponsor of docket 1447, opened the hearing by recounting the July incident and saying the meeting would examine how aging overhead infrastructure and extreme weather stresses equipment. "Residents deserve to know that when they walk down their block, the wires above them are safe," Zapata said.
Three Charlestown residents gave testimony during the public comment period. Amanda Zettle, president of the Charlestown Preservation Society, urged the city to use planned Boston Water and Sewer Commission street work (spring 2026–fall 2028) to perform a 'dig once' undergrounding pilot in a roughly 0.453‑mile stretch, and asked the council to consider dedicating Encore‑related mitigation funds to the effort. "With careful design and coordination, this segment can also be planned to accommodate installing extra, vacant underground conduit," Zettle said.
Resident Shannon Felton Spence described at least three recent local wire failures and said momentum toward a solution stalled after earlier walk‑throughs with officials. Nora Blake said Boston Fire arrived promptly on July 29 but "it took over a half hour for Eversource to get there," leaving residents and firefighters exposed.
City panelists described roles and limits for municipal agencies. Todd Lyming of the Public Improvement Commission (PIC) said PIC reviews whether proposed infrastructure can physically fit in rights‑of‑way and issues grants of location but does not determine the technical appropriateness of utility equipment. Jamie Clemente of Public Works said his inspection unit has eight inspectors at peak season who oversee hundreds of jobs and that the city's COBUX coordination system helps identify overlapping projects. Matt Carney of the Boston Office of Emergency Management (OEM) said OEM responds case‑by‑case when outages rise to a level needing broader resident support and noted the office is largely grant funded.
Utility company representatives described the July 29 response and technical constraints. Mike Fitzgerald of Eversource said the emergency call from the scene had been classified at a lower tier (FPS‑3) than it should have been, which delayed Eversource's ability to remotely de‑energize the area. "If the call did come in as an FPS‑2 or FPS‑1, we would have been able to remotely de‑energize the area," he said. Eversource said its construction team made immediate repairs and performed targeted upgrades in the area and that the company has run trainings with Boston Fire and dispatch to improve incident classification and notification.
On inspection cadence and monitoring, Eversource and Verizon said poles and certain assets are inspected on multi‑year cycles (Eversource said poles are inspected roughly every five years and switches annually) and that utilities use infrared inspections to detect overheating. National Grid described a three‑year gas survey cycle; OEM and city staff emphasized that some post‑incident responsibilities, technical oversight and formal inspections are within state jurisdiction and rely on the Department of Public Utilities.
Councilors pressed utilities and city agencies on the feasibility and cost of undergrounding. Verizon offered an example cost of roughly $300 per linear foot for conduit placement and said placing conduit for 100 feet could cost in the low hundreds of thousands of dollars before additional excavation, manholes and permitting. Eversource cited a 2023 range of about $2 million–$6 million per mile for undergrounding and warned that Charlestown’s narrow, historic streets and underground conflicts (water, sewer, gas, telecom) would increase site complexity and costs. Utilities also noted that converting pole‑mounted equipment to underground manhole systems requires different equipment and additional work, and that customer service conversions (core drilling into basements, meter relocation) generate further costs for property owners or other responsible parties.
Councilors and community members asked the Department of Public Utilities (DPU) to provide testimony; committee members noted DPU had not appeared or submitted written testimony for the hearing. Utilities and city staff agreed to follow up: Eversource said its community engagement team would meet with Charlestown neighborhood leaders and agreed to provide updated cost estimates and historical context about why some Boston neighborhoods are undergrounded while others are not. The committee adjourned after closing remarks and a request that utilities return with more detailed figures and the DPU respond to outstanding regulatory and inspection questions.
What’s next: Councilors requested written information from utilities on site‑specific cost estimates and historical undergrounding decisions, and asked the committee to invite DPU to answer questions about inspection requirements and escalation protocols.
