The Iowa City Community School District Board of Directors opened its Dec. 9 meeting by approving the night’s agenda and moving through a consent calendar that excluded a pulled City High Fine Arts item for separate review.
Board members voted to approve the agenda at the start of the meeting, and later approved the consent agenda (with the fine-arts item removed), with online voting showing all directors in favor. Director Jane Finch asked the fine-arts project be separated from Appendix 9 so it could receive a standalone presentation and greater public visibility; administration acknowledged the item should have been listed separately and said it would return with more information.
During the meeting the board also accepted the canvas of votes certified by the Johnson County Board of Supervisors and attested by the county auditor for the Nov. 4, 2025 school election. The certification reported vote totals for school director at-large and declared Jennifer Horn Frazier, Jane Finch and Ruthina A. Malone duly elected to the office of Iowa City School Director at Large.
Votes at a glance
- Agenda approval: motion moved at SEG 029, seconded and carried (all directors voting in favor).

- Canvass of votes: board motioned to accept the certified canvas; online voting recorded the motion as carried and the three candidates were declared elected.
What’s next
The administration will return with a separate agenda presentation on the City High Fine Arts project to give the board and public additional detail. The district will proceed with the certification steps recorded in the canvass.
