Speaker 7 (role/title unknown) presented a revised site plan for a duplex development along Kingston, describing a reconfigured layout of two four-unit duplexes and explaining that the developer is seeking waivers through a conditional use permit for three development standards: balanced fenestration on facades, screening of parking from the right-of-way, and maneuvering-space dimensions for parking.
Speaker 7 explained the proposal meets some standards (two parking spaces per dwelling unit) but that maneuvering space is shorter than the typical 20–21 feet (around 16.5–17 feet). He noted the proposal shows a 12-foot driveway and a small landscape area at the corner. Commissioners raised questions about a curb cut and whether a hedge or other screening in the right-of-way would be used to shield the parking.
Speaker 2 urged the commission to add a condition requiring the developer to "go through ARB before they get their building permits," rather than automatically waiving all fenestration requirements. Multiple commissioners discussed either removing the fenestration waiver or retaining the requirement and allowing ARB to determine whether fenestration is necessary; staff agreed to draft suggested condition language if the commissioners asked that the waiver be limited.
Commissioners also asked about an accessory structure at the rear (possibly a laundry or storage building) that is not shown on the current plan; staff said it may be removed and that removal could create additional parking area, and committed to clarifying the status for the record.
No final vote on the CUP waivers was recorded in the meeting minutes. The commission agreed to consider the application last on the agenda and asked staff to prepare recommended conditions (including possible ARB requirements) to bring back when the item is heard.
