Middletown City Council voted Dec. 29 to approve Resolution R2025-45, a year-end measure that corrects errors in the council workbook and adjusts several fund transfers, declaring the measure an emergency. The action passed on a roll call vote with members present voting in favor.

Miss Combs, city staff, told the council the resolution had been presented at the council's Dec. 16 meeting but that “an incorrect resolution was mistakenly included in the city council workbook.” She said there were no changes to the staff report but that the resolution itself required corrections. The corrections she listed include the removal of $21,000 from a criminal-investigation account to the general fund, and a transfer of $800,000 from the income-tax fund to the street levy fund rather than to the public-safety fund.

The council moved and seconded the measure and, after no discussion was offered by members, the clerk called the roll. Mayor Slamka and Council Members Lolli, West and Horn recorded votes in support and the clerk announced the legislation passes.

The resolution is a year-end, emergency appropriation adjustment that implements the staff-noted technical corrections to fund accounting for 2025. The council did not take further public comment or amend the measure during the meeting.

Council staff did not provide additional detail at the meeting about the specific operating impacts of the $800,000 transfer on street-levy projects or on the public-safety fund; the staff report was described as unchanged from the prior presentation.
