Atchison County Commission approves sales-tax split change, purchase orders and personnel moves

Atchison County commissioners met Dec. 23 and approved a series of routine and substantive items, including a change to the countywide sales-tax allocation and multiple purchase orders. The board voted on consent items, vendor renewals and personnel actions during the meeting in the courthouse commission room.
The commission approved a finance-director request to alter the countywide sales-tax allocation, effective Jan. 1, 2026, moving the split from 50% solid waste / 50% joint communications to 48% solid waste / 52% joint communications. Finance Director Mark Seltner said the change aligns allocations with current budget totals and recommended revisiting the split after the first quarter of collections once solid-waste fees begin to be collected. The board authorized the chair to sign the finance director’s letter (motion passed 3 to 0).

Other business
The board also approved a ConvergeOne contract renewal for Microsoft services covering 55 Business Premium and 75 Microsoft 365 accounts and received an update on county roads, culvert replacement and an off-system bridge scheduled for bid in May. Road staff noted site-preparation and compaction concerns and said engineering oversight will be used; staff could not guarantee post-install settlement will not occur and asked residents to report problems.
The meeting included multiple executive sessions under K.S.A. 75-4319(b)(1) for non-elected personnel. The commission adjourned the regular meeting into a workshop at the close of business.
