The agreement makes the purchased meters the town’s property, which the town said is necessary "if the town needs to shut somebody off for nonpayment," as Speaker 3 described. Speaker 3 said, "this is actually, I think, a really cool arrangement" because the town can perform billing directly and retain revenue that otherwise might go to a third‑party billing firm.
