St. George council adopts comprehensive general plan update to guide growth

After months of outreach and multiple planning commission hearings, the St. George City Council unanimously adopted a comprehensive update to the city's general plan on June 10.
Planner Carol presented the eight-section update, which the staff described as a rewrite to guide long-term growth and infrastructure decisions. Key changes include a more detailed land-use map, a new "residential plus" designation intended to encourage targeted redevelopment and potential density bonuses, a new "industrial commercial" category intended for the Mill Creek area, and consolidation of sensitive lands (hillside, floodplain) into a single designation.
Carol emphasized that the plan is a guidance document required by state law and that it builds links to existing master plans and the downtown area plan. "This general plan is really a project for the city and it was created by the city, by the residents and this council," she said.
The Planning Commission recommended approval and councilmembers said the updated plan will help reduce confusion for neighboring cities and support infrastructure and transportation coordination. Councilmember Danielle Larkin moved to adopt the plan; the motion passed unanimously.
The approved general plan will be posted on the city's website with links to master plans and related implementation documents.
