The Evansville Common Council adopted Ordinance R-2025-28 on Nov. 17, 2025, to rezone 901 North Saint Joseph Avenue to C-4 to allow a restaurant use. The Area Planning Commission forwarded the request with a recommendation for approval (9 affirmative votes).
Cassie Birgeman described the site as an industrial-zoned parcel at the north end of the Saint Joseph Avenue commercial corridor adjacent to Helfrich Park and said the existing structure dated to the mid-1950s and was previously a filling station and later a liquor store. The applicant proposes changing the use from a liquor store to a restaurant; APC said a variance will likely be required for parking because of the small lot size.
Scott Beadle appeared again for the developer and said the business planned for the site is a Little Caesar's carry-out; Beadle noted the site is small and that parking will be limited to employees and delivery drivers, with the business primarily operating as carry-out only. Council members expressed general encouragement for renovating the property and replacing a liquor store with a pizza carry-out.
The clerk called the roll and the ordinance was declared adopted by a 7, 0 vote. The transcript records that site-review and required variances will be addressed in subsequent permitting steps.
