Council advances governance overhaul: appointments confirmed, MOU approved; appeals-board consolidation draws public concern

Council confirmed several nominees to boards and authorities and approved a memorandum of understanding with Lancaster County Planning on Dec. 9, 2025. Council also held first readings on a consolidation ordinance establishing a City of Lancaster Board of Appeals and on bills to implement administrative-code changes including elimination of the elective treasurer.
A slate of appointments (Lancaster Airport Authority, Planning Commission, and City Revitalization and Improvement Zone Authority) was moved, seconded and approved by roll call after committee review; members of the public requested more background on appointees but committee members said nominees had been interviewed in committee.
Council then considered Resolution 81-20-25, a memorandum of understanding with the Lancaster County Planning Department updating an agreement that has been in place since 2016; Councilor Craig said chief planner Betsy Logan reviewed the MOU in committee and the resolution passed.
On first reading, Administration Bill 16-20-25 would consolidate roughly nine appeals boards into a single Board of Appeals with a minimum of eight members and the ability to select panels for specific appeals. Members of the public raised concerns during the first reading: Tony Dastra urged excluding the Shade Tree Commission from consolidation because the commission provides technical expertise and long-term canopy protection; Tim Stoldry suggested appeals related to trees might remain with the Shade Tree Commission while the new board handles other appeals.
Council also conducted first readings of Admin Bill 17-20-25 to abolish the elective treasurer position and transfer duties to the Department of Administrative Services (aligning city code with the charter) and Council Bill 18-20-25 adopting the administrative code and setting procedures for ethics complaints and appointment registries. Council scheduled final votes on the first-reading items at the next meeting.
The consolidation proposal drew the most public attention among these governance items; commenters asked council to preserve expert review and to avoid combining functions in a way that could prioritize cost or administrative convenience over technical safeguards for trees and other specialized matters.
