The Safety Harbor City Commission on Dec. 15 approved a setback waiver allowing an enclosed screened porch at 1052 3rd Street North to extend to 11 feet from the rear property line, conditioned on maintaining the site’s impervious surface ratio (ISR) at or under 0.60.
Senior planner Cecilia Schuster explained the request was limited to the screen porch (pavers already meet separate setback rules) and that the applicant had revised plans to meet ISR limits. Applicant Ed Offner described outreach to neighbors and steps taken to reduce the footprint. Several nearby residents spoke in support, noting the screened porch is consistent with the neighborhood character; one neighbor had submitted an objection letter, which the applicant said he responded to prior to the meeting.
Commissioners questioned drainage, roof runoff and precedent from previous waivers but noted the applicant revised the design to maintain ISR. The motion to approve included the staff‑recommended condition that total ISR remain at or under 0.60; the motion passed 4–1.
