Kosciusko County commissioners approve contracts, appointments and multiple grant applications

Kosciusko County commissioners on Dec. 16 approved a series of routine but consequential items including consultant contracts for multiple bridge projects, purchase of a new pug mill for the highway department, several land‑use petitions, a slate of 2026 board appointments and authorizations for grant applications and service agreements.
The board voted to approve an LPA inspection contract for Bridge 123 with USI, PE engineering services for Bridge 287, and acceptance of INDOT final inspection documents for Bridge 161 and Bridge 30. County highway staff told commissioners the new Olympus 3000 series pug mill from Technology International Corporation (Albany, New York) would cost roughly $381,618 and expand in‑house cold‑mix asphalt capacity, enabling the county to cover more miles of road at lower cost versus contracted hot‑mix paving. Commissioners approved the purchase.
On planning matters the board approved a petition to vacate an 8‑foot utility and drainage easement in Melody Acres after a petitioner’s representative said all affected neighbors support the request and the planning commission recommended vacatur. The board also approved a 36‑acre rezoning from agricultural to Industrial‑2 for property at the southwest corner of 100 East and 250 North (Robinson Construction) and an 8‑acre rezoning from agricultural to AG‑2 for Marilee Vasquez to enable a two‑lot subdivision; both had unanimous planning commission recommendations and passed on motions by the board.
County Attorney Ed Ormsby presented and the board approved a resolution adopting the 2026 sheriff’s salary agreement, which raises the sheriff’s pay from $124,131 in 2025 to $126,614 in 2026 and was noted as required to be approved by both the county executive and fiscal bodies under Indiana Code. Commissioners also approved a 2026 services agreement with Bowen Health, a community mental health provider, for $820,000.
Other approvals included a technology purchase of 50 desktop computers (quoted at $54,431, budgeted), authorization for the probation office to apply for a FY27 Juvenile Detention Alternatives Initiative (JDAI) grant of $65,000, and the county’s consent to LiveWell Kosciusko applying as fiscal agent for a Building Bridges public‑health learning community grant that includes $10,000 in program support.
The board read and approved a lengthy list of 2026 appointments and reappointments to boards and committees and directed follow‑up on routine budget notices from the Department of Local Government Finance. The meeting adjourned with commissioners noting a final meeting scheduled later in the month.
