The City of Springfield Committee of the Whole on Dec. 30 approved a sweeping consent agenda covering equipment rentals, professional-services addenda, labor agreements, benefit ratifications and a $650,000 supplemental appropriation for the Office of Public Works.
Clerk read ordinances that were approved on voice vote, including CWLP ordinance 2025517 authorizing rental contracts for heavy equipment with Altafor Inc. and Luby Equipment LLC not to exceed $425,000; an addendum to Scott Hanauer’s professional services agreement for emergency services adding $25,000 (total not to exceed $50,000); and an addendum to a Mike Hamvan contract for employee-training support adding $16,000 (total not to exceed $64,000). The committee also approved an interconnection agreement related to a local generation project and an ordinance amending electric-vehicle Level 2 public-charging station rates.
Other items approved on consent included RFP PW-26-20 with Lewis Excavating for supplemental snow-removal services (not to exceed $100,000), a resolution notifying the Illinois Department of Transportation that an additional $268,530 in motor fuel tax funds may be used for street/highway maintenance in 2026 (amendment No. 1 adopted), a supplemental appropriation of $650,000 for Public Works, a $30,000 FY26 sponsorship agreement for First Night with the Springfield Area Arts Council through the Springfield Convention & Visitors Bureau, and a $22,487.28 settlement payment to officer Larry Stubbs to resolve a workers’ compensation claim.
The committee also approved a tentative labor agreement with the International Brotherhood of Teamsters Local 916 covering the parking division for 2026–2028 and ratified FY27 health insurance premiums and plan descriptions for active union and nonunion/retiree participants; HR staff explained prior employer HSA contributions were embedded in rates to limit retiree premium increases.
One item was moved from consent to the debate agenda: an ordinance (2025527) amending chapter 90 of the Springfield Code to add a new liquor classification. An alderman noted an amendment is expected next week and the council voted to place the item on the debate calendar rather than vote on final adoption at this meeting.
