Unidentified Speaker 1, a council member and the staff presenter, urged transparency about personal connections to the production and said forms were available: “I just wanna make sure that we are open and transparent that we've got several connections, to this movie production.” That speaker named several connections on the record (Tony, Jim Ayers and Becky) and said the city would provide in-kind support, including access to city hall for one or two scenes. Unidentified Speaker 2 stated they are assisting with the production “but there's no financial gain” and declined to recuse.
