Council advances bar permit and rezone on first readings; city manager reports finance software conversion

On Dec. 16 the Commerce City Council handled multiple planning and administrative updates during its regular meeting.
Planning and zoning and staff recommended approval of a conditional-use permit requested by applicant David Cochran to allow a bar/lounge at 1205 Main Street. The council opened a public hearing, heard no public comment, and approved the item on first reading. Staff said the floor plan would remain largely unchanged and that the applicant has applied for required alcohol permits.
The council also conducted a first reading and public hearing for a rezone application by Commerce Texas Developers LLC for two parcels (roughly 11.4 acres, including property IDs 38600/38601) at or near 2066 Wolf City Drive. Staff described a phased plan starting with multifamily housing and later phases that may include a hotel. John (staff) told the council the developer has preliminary approval from TxDOT for the conceptual plan and said a traffic-impact study and final site plan will be required before construction. After the hearing closed, council passed the first reading.
In administrative updates, City Manager Javi Lisenby and Finance Director Jamie reported the city is converting its financial software in three phases. Jamie said payroll, accounts payable and related financials recently went live and that the next phase will be the utility-billing module ("U Bill"). She warned the council the utility-billing window will be closed for focused staff training for an anticipated 3–4 days in late January (third or fourth week), with front-door and online payment options maintained for urgent issues.
Staff also announced a 'budget in brief' document is available for the public and that the hospital board was expected to consider donating the former hospital site on Sterling Park Drive to the city; the council would consider accepting any donation at its January meeting.
