Beverly council adopts school‑time traffic change, approves appointments and accepts holiday donation

The council also considered and approved a long list of appointments and reappointments across boards and commissions. The public services subcommittee handled numerous confirmations, including Wendy Kelly to the Council on Aging (Order 270), Charles Boddenbrahal to the Commission on Disabilities (Order 271), Cheryl Silva and Rachel Morris to the Board of Health (Orders 279 and 273), and multiple reappointments to the Beverly Airport Commission and Harbor Management Authority. Subcommittee votes were recorded at 3–0 for many items; the full council subsequently approved committee recommendations by recorded votes.
The council accepted a holiday‑season donation (Order 295) consisting of a $300 check and gift cards intended for the Council on Aging. The order text in the meeting record lists the gift cards as worth $406 in the initial reading and $460 in the committee report; the discrepancy is noted for follow‑up and verification by staff. The donation was referred to the Committee on Finance and Property and approved for acceptance by the council.
Committee reports also noted that the 2025 capital expenditure plan (Order 55) was received and placed on file. Several motor vehicle, lodging house, livery/taxi and other license renewals (Orders 292–294) were recommended by Legal Affairs and approved.
