Lincoln County Board approves personnel positions, ratifies service‑employee suspension and ratifies two student expulsions

The Lincoln County Board of Education took several formal actions at its Dec. 16 meeting in Hamlin. After routine approvals (minutes, consent agenda, policies for 30‑day review, payment of bills and a financial request), the board voted to create a set of new positions for the incoming Duval PK‑8 building and approved personnel items on the blue sheet behind the agenda.

The motion to create the positions was moved by Mr. Cartwright and seconded by Ms. McComas (or Ms. McComis as recorded in portions of the transcript); the roll‑call votes recorded unanimous approval (5–0).

Later, following an executive session for employee and student discipline, the board returned to open session and ratified a previously imposed one‑day unpaid suspension of a service employee on Dec. 4, 2025. The motion to ratify was moved by Mr. Mosteller and seconded by Mr. Cartwright and carried on a roll call (5–0). The employee name recorded in open session was Shannon.

On student discipline, the superintendent recommended ratification of two expulsions in accordance with West Virginia Code 18‑5‑1a, 61‑7‑2 and West Virginia Department of Education Policy 4373; the board moved, seconded and approved the expulsions by unanimous vote (5–0).

The board also voted to enter executive session at 6:43 p.m. to discuss employee and student discipline and returned to regular session at 7:02 p.m.; President Wilson stated that no votes are taken during executive session. The meeting adjourned at 7:05 p.m., and the board scheduled its next meeting for Jan. 6, 2026 at 6:00 p.m. at the county office in Hamlin.
