Council approves hiring-exemption requests and adopts personnel-related agreements

Monroe County Council on Dec. 16 approved several personnel actions aimed at maintaining core operations during a constrained budget period, granting unanimous votes on multiple hiring-exemption requests and a new highway collective-bargaining agreement.
The auditor asked the council to exempt an internal-auditor position from the county hiring freeze, describing it as a “specialized position” and an “added layer of control” that supports audits, budgets and internal reporting. The council approved that request 6-0.
The council also approved the parks department’s request to hire 11 part-time park maintenance technicians and three part-time Karst Athletic Complex supervisors for 2026, after parks staff warned that without seasonal hires the department would be forced to close amenities including the splash pad and restrooms. “If we don't have part time staff, those 8 staff members have to backfill the lower skilled things, which means we will be closing the splash pad,” the parks representative said; council approved the exemption 6-0.
The highway department's request to hire a stormwater equipment operator (funded from the stormwater fund, not the county general fund) was also approved after staff explained the role supports winter operations, ditching and paving preparation; the motion passed unanimously.
Separately, the council approved a three-year highway collective bargaining agreement that adjusts overtime sign-up rules, clarifies call‑outs for emergencies and allows employees to convert sick time into personal time under specified limits. County legal staff said the agreement has been reviewed and was presented to the commissioners.
Finally, the council amended and approved two resolutions to extend temporary personnel-related pauses — the Personal Administration Committee pause and the KSA (knowledge, skills and abilities) pause — setting both to expire on Dec. 31, 2026 unless amended earlier. Council members said the extensions allow time for a long-term finance planning process before lifting the procedural pauses.
All discussed hiring-exemption votes were roll-call decisions and passed unanimously 6-0; several council members said committees should continue limited work on procedural and rules matters while the pauses remain in effect.
