Council adopted an amendment (moved by Council Member Paschal) that none of the $100,000 allocated to the tool library be expended until staff returns in 2026 with a council‑reviewed implementation plan specifying location, partners and sustainable funding. Council members supporting the amendment noted liability, location and operational sustainability concerns; the amendment passed 7–0 and the ordinance adopting the budget adjustments (O‑4916) passed as amended.
