The City Council adopted the Houghton Village Development Plan on Dec. 9, 2025 after a staff presentation and council amendments. The development plan provides a framework for future redevelopment of the Houghton Village site but does not compel construction or a sale.
Council Member Paschal proposed an amendment to direct the city manager to transmit by March 3, 2026 the zoning code changes needed to incorporate the development plan and to return with a resolution expressing the council’s intent to sell the Houghton Village property. Paschal said coupling the ownership decision with the development plan decision is important to understanding how the plan would be implemented; the amendment passed 5–2.
Staff clarified that adoption of the development plan does not require sale of the property or construction, but it does provide future developers with greater certainty if they build according to the plan. After debate on the timing and implications of a possible sale, the council adopted Ordinance O‑4915 as amended; the main ordinance vote passed 7–0.
Next steps: Staff will prepare the requested zoning code amendments and a draft resolution for council consideration by the March 3, 2026 target date, per the adopted amendment.
