Sequim staff updates Planning Commission on comprehensive-plan amendments and West Bay (Seabrook) master‑plan technical review

At the July 15 meeting, planning staff provided a status update on the 2025 comprehensive‑plan process and related projects.
Carla told commissioners staff has received 11 applications for site‑specific comprehensive‑plan amendments and will contact property owners in the next two weeks to begin conversations. She said the city will present the Land Division Ordinance (Title 17) and capital facilities chapter on an adjusted schedule, and that the Parks and Open Space chapter reviews are nearly complete.
Carla also said Leland Consulting and The Economic Firm will be in Sequim the week after the meeting to meet informally with businesses, property owners and developers; staff have reached out to more than 30 local stakeholders and the consultants will receive prior public‑engagement materials so the city does not duplicate earlier outreach.
On the West Bay Master Plan (also called Seabrook), staff reported the application was submitted in early June, was declared counter complete on June 23, and is undergoing technical review by the development review team. "We will be giving them their determination of technical completion or incompletion on Monday," staff said. The city plans to publish a dedicated West Bay project page on the DCD website with status updates and all review materials.
The commission did not act on any amendments at this meeting; staff requested commissioners notify them when the West Bay project web page goes live so commissioners can respond to anticipated public inquiries.
