At the start of the Nov. 18 meeting the Planning Commission moved to approve the minutes from the Oct. 21, 2025 meeting; the motion was made (SEG 055), seconded (SEG 058), and the chair declared the minutes approved after a voice/hand vote. At the meeting’s close a motion to adjourn at 6:45 p.m. was made (SEG 1618), seconded, and adopted.

No formal votes or final actions were taken on the housing chapter, zoning code amendments or the potential reallocation of emergency housing beds; staff will brief City Council and return with technical appendices and a redlined plan in December.
