The Sequim Planning Commission on Sept. 2 reviewed the draft Capital Facilities and Utilities chapter of the 2025 Comprehensive Plan and requested staff follow-ups on public engagement and site-specific amendment applications.
Carla, a planning department staff member, told commissioners the department will delay a proposed Title 17 land-division ordinance and instead bring forward 11 site-specific amendment applications and a development-regulation update at upcoming meetings. She said she will present a public participation plan to the City Council for preliminary review on Monday and, if accepted, seek adoption by resolution on a consent agenda item later in the month.
The commission’s discussion focused heavily on utilities and growth assumptions. City engineer Nick Doste outlined technical standards the Department of Health uses when reviewing water-system plans, saying the residential minimum fire-flow standard is "1,000 gallons per minute" while maintaining a "20 psi" residual and that the design assumes a 60-minute fire duration. He said the city’s water-system plan assumes a 3% growth rate and that the system meets the level of service for that assumed rate.
