Napoleon City Council adopts 2026 appropriation ordinance, approves several budget and procurement measures

On third and final reading the council passed Ordinance 049-25, the city's appropriation measure for the fiscal year ending Dec. 31, 2026, declaring an emergency so the budget can take effect. Council also approved Resolution 047-25 authorizing a finance‑directed, fund‑to‑fund transfer mechanism under Ohio Revised Code Section 5705.14 "on an as‑needed basis" during fiscal 2026.
Council approved Ordinance 048-25, which specifies the income‑tax allocation (presenter stated 65% to the city general fund and 35% to the capital plan), and an ordinance apportioning wages, salaries and fringe expenses among accounts effective Jan. 1, 2026 to permit interfund reimbursements. A separate pay plan ordinance (Ordinance 050-25) for non‑bargaining employees, reflecting a 4.75% increase directed by council, was also adopted on third read with emergency.
Additionally the body passed procurement measures: Resolution 052-25 (a master vendor/exemption for recurring expenditures in excess of $50,000) and Resolution 053-25 (a master bid list authorizing department directors to solicit bids without additional legislation for certain projects and supplies in 2026).
Council president summarized the completion of budget work: "Budget is done. Nice job, everybody." The legislation passed by roll call votes with no recorded dissent.
Next steps: the adopted ordinances take effect immediately under the declared emergency provisions; staff and department heads will implement line‑item appropriations and the approved procurement policies for 2026.
