City planning staff told the Sequim Planning Commission on Oct. 7 that work on the 2025 comprehensive plan is advancing and that the city expects to release a housing and economic market study prepared by Leland Consulting ahead of a proposed joint meeting with the City Council on Monday, Nov. 17.
Carla, a senior staff member, said the consultant team has completed a first draft and staff are trying to arrange a standalone presentation so the study gets the attention it needs. "They have completed their report and they are ready to...make a presentation and share some of the results of their key findings," staff said during the presentation. Staff noted scheduling constraints, including that a consultant team member will be on vacation in October.
The study will include a section on short‑term rentals: staff told commissioners they specifically asked Leland to analyze how short‑term rentals affect the local housing supply. Staff said the consultant surveyed listings during July (peak season) and will publish the findings before the Nov. 17 meeting.
Staff asked commissioners to tentatively reserve Nov. 17 for an evening meeting and said they will coordinate with the city clerk and send calendar invitations. The meeting is intended to be a public presentation of the consultant’s market findings and to help frame subsequent code and map amendments tied to the comprehensive plan.
Next steps outlined by staff include finalizing the Leland memo and an appendix with technical analysis, circulating materials to commissioners and council members, and advancing the zoning and land‑use chapters through the public review process.
