Council approves Festival Park field expansions and recognizes utilities staff for award

Council approved a change order tied to Festival Park to add irrigation and a basic playing surface to six additional fields to create practice space and prepare for future expansion to 10 fields. Public Works Director Matt Williams and Parks Director Joe Petrella described the change as a way to meet heavy local demand for practice fields while avoiding an additional draw on the Mid‑Hawthorne aquifer by using surface water for irrigation.
Williams said the change order and related work were already budgeted in the city’s GO bond park funds. "This is not going after any money that hasn't been budgeted already," he told council. Council approved Resolution 189‑25 and subsequent park contract items by roll call.
Earlier in the meeting, Utilities Director Jeff Pearson presented an award to the Water Production Division staff for winning the 2025 Florida Section American Water Works Association best‑tasting drinking water competition (Cape Coral won first place; the city also won in 2017).
