Board approves PCEA tentative agreements, job description updates and financial statement disclosure

The Pueblo County School District 70 board approved several operational items at its December meeting, including tentative labor agreements and updates to personnel and finance documents.
The board voted to approve tentative agreements with the Pueblo County Education Association (PCEA) on horizontal movement (Article 16) and on classified evaluations (Article 14). Both agreements were recommended by district staff and were approved after motions and recorded roll‑call votes.
Ms. Russell presented revisions to the Registered Behavior Technician (RBT) job description, noting the current description dated from 2018. The revised description adds updated essential functions, states the position requires an associate's degree (with preference for a bachelor’s degree), requires RBT certification and ongoing supervision by a board‑certified behavior analyst; the board received the revision as presented. Mr. Wagner explained the salary schedule update for special student services, adding a new column for RBTs to reflect the revised qualifications.
On finance, Mr. Wagner recommended showing the board’s operating reserve as a restricted fund balance on financial statements to increase transparency and align board policy with TABOR (the state’s fiscal requirement). He stated the move shows the reserve on statements but does not change policy or amounts.
Other routine business approved included an MOU between PCEA and the district regarding literacy testing days, the consent agenda and scheduling the next board meeting for Jan. 13, 2026 at the Educational Services Center.
