Kent Council Approves Rotary Club 'Parade of Flags' Subscription Program

The Kent City Council approved a Rotary Club proposal to launch a subscription-based "Parade of Flags" program that will place American flags temporarily in residential tree lawns for five holidays. The Rotary Club said it will install sleeve bases flush with the ground, supply 10-foot poles and manage storage, delivery and pickup while enlisting student and volunteer groups to place and remove flags.
Nethia Venkataraman, who identified herself as a member of the Rotary Club board, described the program as a fundraiser and community beautification effort. "We do a lot of work to, raise funds to put back into the community," Venkataraman said, and said the club would create a website and mailers so residents can subscribe annually. The club plans to place flags for Memorial Day, Flag Day, Independence Day, Labor Day and Veterans Day.
City staff answered council questions about tree-lawn regulations and signage. Staff noted the recommended sleeve uses 3/4-inch PVC and said sleeves would be plugged and flushed to the ground when not in use so they would not interfere with lawn care. Staff also said the city would help publicize the program through the Tree City Bulletin and respond to resident calls.
Council members asked whether vandalism had been considered and whether subscription fees would support participating student groups; Venkataraman confirmed that part of the subscription would be used as fundraising for groups that help install and remove flags. One councilmember moved to approve the program and another seconded; council approved the motion by voice vote.
The Council directed staff to work with the Rotary on implementation details and education for residents; the Rotary will return to report on early results if requested.
