The Shelbyville mayor and council on Dec. 30 reviewed several owner-consent annexation resolutions and multiple rezoning ordinances covering parcels along 231 North, Hartshapel Road and State Route 437.
The council considered a second-reading resolution to adopt a plan of services for a 0.52-acre parcel at 131 Hartshapel Road owned by Coy and Jane Landers and several other adjacent owner-consent annexations for parcels owned by Richard M. and Kristen Wilhelm and Susie Cartwright Johnson. Mayor and staff noted some utilities (city water and sewer) are not currently available at the locations and stressed that a plan of services must explain how those utilities will be provided once annexed.
Planning and zoning items included rezoning requests to move properties from county agricultural or low-density residential districts to commercial or higher-density residential districts, including a request for 0.96 acres at 503 Riverview Drive (Burrell Pine Farms LLC) and a larger set of parcels tied to the Wilhelm properties. Council members flagged proximity to the Shelbyville Municipal Airport and the bypass as context to review when considering services and land-use impacts.
A separate first-reading rezoning for a 1.7-acre Dover Street subdivision (DCC Strategic Realty Partners LLC) drew contention: planning staff provided an unfavorable recommendation and several council members raised concerns about adding up to eight units in an area of single-family homes, narrow streets and known flooding. Council Member Josh Blevins argued the proposed R-3 density ("8 units on there, 4 duplexes") did not fit the surrounding parcels and raised traffic and safety questions. The council asked staff to review flood-zone mapping, traffic implications, and planning recommendations before any final vote.
No rezoning or annexation was approved at the study session; items will return for further review and formal action at a future meeting.
