Finance Director Emery explained that unforeseen circumstances with a dump truck at the sewer utility prompted the proposed adjustment; the transcript records the figure as moving funds into a “$9.40 capital” account for purchase, and Emery said a resolution would be brought to council at the Dec. 15 meeting to approve the amendment. During the hearing, the city manager reported streets crew technicians may have patched the inoperative truck and that staff believe the existing vehicle could operate several more months, but they recommended preparing the amendment as a contingency.
There were no public speakers who opposed the amendment at the hearing. Council voted to direct the city manager to return a resolution on Dec. 15 for formal adoption. Staff committed to publish the required notice and to provide details supporting any final appropriation at the next meeting.
